Daily flights, coming from the main Bolivian cities, arrive to the International Airport of Sucre. Without any doubt, the most recommendable way to arrive at the constitutional capital of Bolivia is by plane.
However, the climatic conditions are usually not that good and in some occasions flights are suspended or delayed -more often during the rainy season (December-March)- because of the adverse climatological conditions that force to close the air terminal, located in the outskirts of the "white city".
If you are in the city of Potosí or in Cochabamba, going by road is, also, a good alternative, less in the rainy season when the road sometimes collapses
